We are supportive of the option based on Service Centre Role for the reasons stated in the document. We also support the statement that this should be taken as a starting point as this will allow variations in both market circumstances and capacity particularly in rural areas.
The potential loss of expansion capacity in Bexhill, should the Link Road not go ahead within the Plan period, also argues for a flexible approach to capacity in rural service centres. The conclusion in relation to the Link Road contingency that the option of faster or additional development in individual service centre villages should be ruled out appears premature in advance of the site assessments.

We are supportive of the Preferred Strategy -
The need for increasing employment opportunities, particularly for higher value jobs, is key to the long term sustainability of vibrant villages with good local services. The strategy, in this Section and in the Economy Section would benefit from additional work and analysis of the options and means to secure economic development consistent with protection of the environment and heritage.
On housing, the detailed numbers need to be informed by site availabillity.

Re box 20: We are generally supportive of the proposed strategy for Affordable Housing, with the following comments:
While accepting the case for 50% affordable housing in rural centres, the split between intermediate housing and social rented housing should be applied flexibly in light of the existing housing mix in each centre.
We have concerns about raising the requirements for one or two bed properties to 40% in rural areas as it will be a constraint on encouraging home working.

Box 26 - Preferred Strategy for Economy

Representation Summary:

Re Box 26: The analysis and preferred strategy give inadequate consideration to the increasing importance of working at home. Provided the activities are suitable to the premises and environment, this is a route to increasing employment, including higher value-added employment, reducing the need to commute, and sustaining economic activity and support for local services, especially in rural areas.

Add: Aspects of home working need to be further investigated such as building size and IT infrastructure.
