Box 13 - Preferred Strategy Direction for Battle
Representation ID: 20240
Received: 27/01/2009
Respondent: Crowhurst Park
Agent: Kember Loudon Williams Ltd
Box 13 (c)(iii)
Given the weight of other countryside protection policies the need for a strategic gap is questioned as a matter of principle.
Notwithstanding this, any strategic gap designation between Battle and Hastings needs to reflect new housing and access proposals at the fringe of Hastings. It is considered that any such designation must avoid prejudicing the strategy of the two planning authorities to provide for and deliver future housing and other development in this location.
Box 13 needs to be amended so that the allocation at NW Hastings is not compromised by such designation.

Paragraphs 10.11 to 10.15
For clarity and consistency, affordable housing provision should be at no more than 40% District-wide. For larger allocations this figure should align with the recommendations in the South East Plan at 35%, which will assist in bringing sites forward for development.

Communities Table (page 90)
For clarity and consistency, affordable housing provision should be applied at a consistent level District-wide. It is considered that the 35% level recommended in the South East Plan would provide greater incentive for housing sites to be brought forward for development.

Box 20 - Type of Affordable Housing
Representation ID: 20244
Received: 27/01/2009
Respondent: Crowhurst Park
Agent: Kember Loudon Williams Ltd
It is considered that the approach to define a mix of affordable housing is too prescriptive and may not be sufficiently flexible to respond to future changes in need. It is felt that this should be omitted.

The conclusion drawn in paragraph 9.54 is felt to be over-simplistic.
This part of the Core Strategy needs to be more positive in its emphasis to support tourism in the District. Greater latitude needs to be given for the District's quality tourism facilities to be appropriately improved and upgraded so that greater investment may be engendered with greater tourist spend patterns in the District. Encouragement should also be given to improve the provision of recreational facilities in the District.

The approach to static caravan sites should also be applied to existing holiday chalet parks so its potential benefits to upgrade the area's tourism product may be applied much more positively in the Core Strategy.
In this context, sympathetic and appropriate growth of these kinds of tourism faciltiies should not be ruled out. It is felt that this needs to be facilitated in the section.

Box 18 - Preferred Strategy for Countryside
Representation ID: 20442
Received: 28/01/2009
Respondent: Crowhurst Park

It is considered that Box 18(c) - For Development in the Countryside, should be made more explicit to include the expansion of existing tourism facilities and accommodation where this can be achieved sympathetically with its surroundings. It is considered that the policy should aim to secure improvements to the provision of recreational facilities in the countryside, particularly where these form part of an existing tourism or existing recreational facility.
