The document could usefully include overarching guidance on infrastructure to incorporate the requirements of policies CC7 and CC8 using the infrastructure definition set out in Box CC2 of the South East Plan. This may be achieved by expanding on the contents of Box 21 in the consultation document.

13. Transport and Accessibility

The Assembly welcomes the reference to Hastings as a regional transport hub. The Core Strategy would benefit from clear reference to and support for the enhancement and/or management of the regional transport spokes that relate to the hub in policy, especially in regard to the level of regional connectivity for the major settlements and connectivity between sub-regions. This should be considered for all modes of travel in line with Policy T8 of the Proposed Changes to the South East Plan. Box 27 - Aims and Objectives for the Environment

Sustainable Resource Management

Representation Summary:

Policies NRM11 and NRM12, of the Proposed Changes to the South East Plan relate to the development design for energy efficiency and renewable energy, including CHP. Policies NRM13, NRM14, NRM15 and NRM16 set out regional and sub-regional
targets for renewable energy generation and encourage LDF policies on renewable energy development. Policy NRM16 sets out development criteria to support in principle the development of renewable energy. The core strategy, within the sustainable resource management section, should align with these policies.

11. Economy

The core strategy could usefully refer to the definition of Smart Growth as set out in Policy RE5 of the Proposed Changes to the draft South East Plan. This includes the six key principles: employment; enterprise; innovation and creativity; skills; competition; and investment in infrastructure, including transport and physical development. The Assembly is currently preparing an economy LDF guide which will provide further guidance on key South East Plan economy polices/ principles such as Smart Growth and how they can be effectively delivered through the LDF process. This Guide, at least in draft form will be available in March 2009. We will forward you a copy once drafted which we hope will be of further assistance.

While we acknowledge the characteristics of the borough, we would like to see the core strategy make a commitment to contributing to the regional density target of 40 dwellings per hectare (as set out in Policy H5 of the Proposed Changes to the South East Plan) and examine how higher densities might be achieved at the local level.

As the Secretary of State's Proposed Changes to the draft South East Plan represent the penultimate stage in reviewing the RSS before the final version is issued we would recommend that specific policy references within the South East Plan are updated to align with the Proposed Changes document.
