It is felt that the 'Transport and Accessibility' section of the document does not provide sufficient information on detailed measures to support the approaches i.e. Quality Bus Partnership, priority lanes etc although reference is made to the need to develop safe cycle and pedestrian networks. Again it is assumed that upon completion of the stage 2 Transport Assessments (currently being undertaken in conjunction with the County Council) the level of detail will increase.

It is felt that there needs to be explicit reference to the 'Hastings and Rother Accessibility Strategy' and its action plan as a means of demonstrating how improved access to services could be delivered.
Little explanation is given on the need for Travel Plans with new development. While mentioned in box 35, it should be clearer that Travel Plans not only seek to reduce car use but also promote sustainable modes and reduce the need to travel.
Table 13.9 states that the Local Planning Authority will secure Travel Plans. Whilst this is technically correct the Highway Authority has an important role in negotiating, securing and monitoring travel plans through section 106 agreements.
