Ancient woodland - an area that has been wooded continuously since at least 1600 AD.
The existing reference to Ancient semi-natural woodland is not incorrect but the reference in the main text is, as it should be, to Ancient Woodland.

Box 3 - Preferred Strategy for Overall Spatial Development

The preferred strategy for the Economy highlights the roles of key agencies in the regeneration of the area. Emphasis is placed upon the role of the Hastings Bexhill Task Force and Sea Space in securing a step change in the local economy, in accordance with sub regional and local objectives. Whilst this approach is supported, it would be appropriate to amend the Core Strategy's overall aims, objectives and strategy to reflect the joint working with other agencies to secure the regeneration of the area.

Overall, ESCC welcomes the emphasis on raising educational attainment and investment in educational facilities that appear throughout the document.
Further detailed work will be have to be done to help us to estimate the exact extent of the need for any additional primary and secondary provision and the timing of such provision. There will still be limitations of any pupil number forecasts made for the longer term.
It is welcomed that the document addresses the Building Schools for the Future programme and the Primary Capital Programme which aim to provide new or refurbished schools. it should be made clear that this does not negate Developer contributions through planning obligations in relation to major housing development.

5. Overall spatial Development Strategy

It would be helpful if these key services are defined.
Officers of ESCC Children's Services welcome the opportunity to continue working with Rother District Council as it refines and finalises its site allocations and numbers of dwellings

b) For services and community development
It should be made clear that the reference to a new secondary school (i) is in fact a replacement school and not additional to current provision. It is envisaged that the Vocational Skills Centre will be shared by other schools.
It is noted that there is no mention of further pre-school facilities, youth facilities or special needs school facilities.

6. Bexhill and Hastings Fringes

Secondary provision for pupils in the Hastings Fringe area is most likely to be met most effectively by schools in Hastings rather then in Rother District, but this would mean the revision of community areas used for Admissions purposes, and therefore needs much more detailed work.
Paragraph 6.43 refers to location of future major development of around 1000 dwellings. Additional primary school places will most likely be needed for pupils arising from this development, and that these may be best met by providing a new school (1FE minimum size), possibly on the Rother side of the boundary.
Para 6.55 should be amended to ' the new replacement secondary school at Bexhill'.

Para. 7.44 - One of the tools listed to implement the strategy is "The use of Planning Obligations". In order to be consistent throughout the document, this should be amended to: "The use of planning obligations such as the requirement for development contributions".
