In accordance with PPS6 we recommend that the Core Strategy document should set out a clear retail hierarchy for the Rother District. Our client considers that a balanced approach to locating new facilites and services is most appropriate. Policies should be criteria-based to ensure that new retail development is considered in light of the key tests of PPS6.

The town of Bexhill is the main centre in Rother District. Bexhill is predominantly residential in character, although it has an established employment, shopping and service centre role. The extent of the town's role as a service centre is influenced by the nearby larger towns of Hastings and Eastbourne. In this regard, at Question 15, our client considers that directing development to Bexhill and the fringes of Hastings (Development Option 3) would be most appropriate to maximise the towns' combined potential for regeneration, whilst maintaining their distinct identities.

The town of Battle is a much smaller centre than Bexhill, located within the High Weald Area of Outstanding Natural Beauty. The historic core of the town was designated a Conservation Area in 1970. Therefore, at Question 17, our client considers that Development Option 1 - continued development to support the town's role - would be most appropriate, as this would bring consolidation and enhancement of Battle's service centre and tourism role, whilst at the same time maintaining its historic, 'small town' character.

The market town of Rye acts as a service centre for the rural hinterland which extends to the fringes of Ashford and Shepway. Current Local Plan policies recognise the town's unique historic, maritime and environmental qualities. In this regard our client considers Development Option 1 is most appropriate, so as to enhance the role of Rye as a service centre.
