Concern that this again allows development outside of the development boundary. Increasing the diversification of farms for employment needs careful consideration. Mention of holiday lets for unused farm buildings is contentious and doesn’t support management and reduction in travel. Ancillary accommodation has not traditionally been supported. Policy worded for urban use but rural consideration is needed. What consultation has been undertaken with rural communities and farmers when developing this policy? Losing the farming industries within the AONB for allowing conversion of farm buildings with no limits. Dilution of the term ‘employment’ no incentive to keep agriculture.

Policy ECO1 makes reference expressly to employment development located outside of development boundaries and states that employment opportunities in the countryside will be supported in limited circumstances - those including through the sensitive, normally small-scale growth of existing business sites and premises, and by the conversion, for employment use, of farm buildings. The Council’s commitment to support of employment opportunities in the countryside is welcomed. However, the overall tone of the policy is one of restraint. Whilst it is clear that all policies across the plan must be consistent, suggesting that the creation of employment opportunities within the rural area will only be accepted in limited circumstances does nothing to actively support the generation of new employment opportunities in parts of the district where they are arguably most needed. The continued support for expansion of existing businesses is also welcomed but again is stifled by the caveat that these will be expected to be small scale in nature in the rural area. Facilitating and supporting job creation and employment opportunities on greater than small scale does not necessarily go hand in hand with negative impact elsewhere if development is well considered and thought through. This policy currently sets a constrained expectation rather than actively supporting the rural economy and the generation of employment opportunities. In the pursuit of balancing all interests, we would suggest that this policy does not go far enough to balancing the needs of the rural community and supporting the need for growth and employment in rural areas.

Policy ECO1: Supporting New Employment Development

With reference to the section entitled ‘Employment Development Outside Development Boundaries’ we would endorse this and comment that the growth of existing employment sites within the rural area can bring about substantial social-economic benefits to an area. Reference to ‘small-scale’ should be changed to ‘justified and appropriate in scale and kind’ to the existing established use of the site. This new wording would prevent any arbitrary restriction in size to what may otherwise be a sustainable and justified growth of an already established business enterprise, such as a hotel.

Before any new developments start one needs adequate employment provisionA
hub for shared office space, some light industrial units .a place where young
people can have start up units.
Where there will be some solar farms . we should be building them higher so they can
be used to grow salad crops, by leaving one in four panels clear glass, I understand in
the Netherlands there are panels that let the light in, with climate change should be
producing more home grown food ,in order to employing village people.
