In this case a Statement of Community Consultation should be required to accompany the planning application and this should include any advice given by officers as part of the pre application process.

"are encouraged to" should be replaced with "must". There is little point in having a SCI if developers have no obligation to advise locals of their intentions. The public will not feel that they have been consulted if massive developments are only obliged to follow the same procedures as householders building simple extensions to their homes.
