Representation Summary:

Need to ensure adequate water supply and to plan for surface water and foul drainage. Additional water supply and waste water infrastructure will be required to meet the demand for new development.

Adopted Local Plans/LDFs provide certainty which is needed for Southern Water to plan its investment.

The Core Strategy should:

. support provision of water and waste water infrastructure
. allocate land to facilitate delivery of regional water resource schemes, including at Bewl Water/Darwell Reservoir
. secure appropriate developer contributions
. co-ordinate development with provision of necessary infrastructure

Developers should ensure long-term maintenance arrangements for Sustainable Drainage Systems.

Sport England has developed tools to enable local authorities to secure sport and recreation through new developments e.g., provision of sport and recreation through new housing development; SPG template; planning contributions check list; case studies of what can be secured through new developments.

A robust up-to-date local needs assessment for open space, sport and recreation, as required by PPG17 should be carried out urgently. Sport England provides a number of tools to assist in these assessments. Included is information on Active Places Power, a database with the ability to carry out detailed analysis of provision.

You note that the concept of a network of green spaces with linked leisure opportunities may be appropriate for towns in particular. However we stress that it is also important to ensure that there is appropriate access to greenspace for those who live in rural areas. Whilst they may be surrounded by views of the countryside, much of it may be inaccessible. The Forestry Commission England Woodland Grant Scheme is able to give support to woodland owners who wish to open their woodlands for public access.

We also suggest that you consider using the English Nature Access to Natural Greenspace Standard as part of the audit. On open space provision recent research undertaken across the South East suggests that Rother has 5% of households meeting all the ANGST standards, with 85% of households meeting one of the ANGST standards.
