Objective (iv) should refer to the quality of new development. Also should refer to environmental sustainability of new development (eg low energy and water use, and low emissions). We strongly endorse the reference to new development being "in harmony with its setting", but are surprised that it is not more strongly worded, given the strength of public opinion on this issue revealed in paragraph 9.46. Elements of the thematic section on Design Quality and the Built Environment need to be copied into this section. On topics like this that the over-structuring and consequent fragmentation of the document is apparent.
