Representation Summary:

Much of the document seems to see infrastructure only in terms of roads and water. Yet, it is accepted in places that high quality ICT could help mitigate the area's relative peripherality. This is particularly important for rural areas because their online infrastructure tends to be poor, eg limited broadband coverage and bandwidth. This issue needs addressing in the rural chapters.
Objective (ii) should refer to the need for adequate infrastructure, in particular, access to new technology.
