The stated Aim is so general and unfocused as to be meaningless. The drafting could also be improved. What practical use can be made of phrases like "vital, viable and. ..vibrant, mixed communities"? The coded significance of words like "vital" and "viable" passes most people by. What might as well say "vivid, vivacious and verdant"! We would suggest that the Aim should be something like:

To initiate and support efforts to: preserve the social and economic viability of rural communities; promote a strong sense of place and of community; encourage active and broad civic participation; ensure a high quality of life and attractive villages," maintain law and order;" foster environmental responsibility and sustainability," develop local employment," and conserve the ecology and character of countryside through thoughtful development control, and the promotion of sustainable economic activity and environmental management"
