The RSPB is broadly supportive of the five themes in particular the inclusion of theme 4. We welcome the recognition in theme four of the need to conserve and enhance the natural environment and respond to challenges of climate change. A rigorous policy to protect and enhance biodiversity should be included. A Policy is recommended that clearly addresses the heirarcy of sites designated for nature conservation.
