Although it is not in the gift of the Council to determine the nature of business arbitrarily, it can support the creation of a balanced environment in which businesses can operate. In the section on Housing it seems as though a younger population is envisaged. The link between this and the number of Rother and Hastings residents attending University College Hastings will make an economic difference if the right businesses are in the District or can be started.
