Rother Local Plan 2025-2042 – Development Strategy and Site Allocations

Q10

Representation ID: 28707

Received: 18/02/2026

Respondent: NHS Sussex

Representation Summary:

We support the Vision and Development Strategy for Bexhill, particularly the focus on sustainable growth, brownfield redevelopment, and ‘Live Well Locally’ communities. Concentrating development in west and north Bexhill, alongside urban intensification, will create well-connected, accessible neighbourhoods close to services, transport, and facilities.

The proposed 4,764 dwellings and 54,672 sqm of employment floorspace is appropriate to meet local housing and economic needs while reflecting Bexhill’s status as the district’s most sustainable settlement. We welcome the emphasis on supporting infrastructure, sustainable transport, and enhancements to the Combe Valley Countryside Park, which will benefit both residents and biodiversity.

We also support the use of master planning for new urban extensions to ensure development is integrated, connected, and delivers long-term community and environmental benefits. This approach aligns with national policy and the Local Plan’s objectives for sustainable, well-serviced growth in Bexhill.

Respondent: NHS Sussex

Representation Summary:

We support the Vision and Development Strategy for Southern Rother and the Hastings Fringes, which directs growth to settlements with strong transport links and existing services, while respecting the High Weald National Landscape. The proposed 382 dwellings and 5,300 sqm of employment floorspace is appropriate, reflecting both housing need and environmental constraints.

We particularly welcome the focus on improving connectivity through public transport, active travel, and highway measures. Where new housing is planned, it is essential that primary care infrastructure is considered and enhanced to ensure new residents have access to health services, supporting wellbeing alongside sustainable living.

The approach to sensitive development in smaller villages and targeted growth in larger, more sustainable settlements balances community needs, environmental protection, and service provision. Development should continue to integrate enhancements to public realm, community facilities, and employment opportunities, ensuring cohesive and sustainable communities.

Representation Summary:

We support the Vision and Development Strategy for Battle and Surrounding Settlements, which balances sensitive residential and employment growth with the conservation of the High Weald National Landscape and the historic character of Battle. The proposed 948 dwellings and 12,971 sqm of employment floorspace are broadly appropriate, reflecting the relative sustainability of settlements within the sub-area and supporting local services and economic vitality.

Where new housing is planned, it is essential that primary care infrastructure is considered and delivered, particularly as current services require fit-for-purpose modern day Primary Care premises within Battle. This will ensure residents have timely access to healthcare and support wellbeing alongside sustainable living.

Representation Summary:

We support the Vision and Development Strategy for Northern Rother, promoting sensitive growth while protecting the High Weald National Landscape. The proposed 996 dwellings and 4,350 sqm of employment floorspace reflect the sustainability of larger settlements such as Robertsbridge, Ticehurst, Hurst Green, and Etchingham, supporting local services, community cohesion, and the rural economy.

Where new housing is planned, it is vital that primary care infrastructure is provided to meet the needs of growing communities and support existing healthcare services. Growth should also be accompanied by schools, community facilities, and sustainable transport improvements, including links to rail and active travel networks, ensuring residents can live locally with access to essential services. This approach balances development with protection of the landscape, historic character, and wellbeing of rural communities.

Respondent: NHS Sussex

Representation Summary:

We support the Vision for the Countryside, which prioritises sensitive development that meets local housing (including affordable housing), agricultural, economic, tourism, and community needs while protecting the rural character. Maintaining a working, living countryside is essential to support farming, healthy food production, and local rural economies, including opportunities for diversification.

New development should be limited and carefully located to avoid adverse impacts on landscape, biodiversity, and heritage assets, and to support the long-term sustainability of rural communities. Where growth is proposed, consideration should be given to infrastructure requirements, including primary care, transport, and community facilities, to ensure residents can access essential services locally. Enhancing access, recreation, and leisure opportunities in the countryside should be balanced with protecting its intrinsic character and amenity value.

Representation Summary:

We support the proposed strategy for Gypsies, Travellers, and Travelling Showpeople, which provides for 18 permanent pitches in Rother between 2025 and 2040, phased in line with identified need.

As with all forms of housing growth, we would remind the Council that the provision and capacity of Primary Care infrastructure must be considered to ensure that healthcare needs of travelling communities can be met.

We welcome ongoing work to ensure a continuous, deliverable supply of pitches and long-term accommodation needs are addressed.

Respondent: NHS Sussex

Representation Summary:

he proposed site allocations in Bexhill provide clear direction for housing, employment, and mixed-use development, in line with the Development Strategy. The indicative capacities are appropriate and reflect extant permissions and sustainability considerations. The allocation policies recognise the need for supporting infrastructure, including green/blue spaces, transport improvements, and connectivity. Importantly, it should be noted that Primary Care infrastructure must be considered alongside residential growth to ensure that healthcare provision meets the needs of the expanding population. The plan demonstrates a strong evidence base, drawing on the HELAA, Density Study, and Sustainability Appraisal, providing confidence that allocations are deliverable and sustainable while protecting Bexhill’s urban character.

Representation Summary:

At this stage, we do not have evidence of additional specific sites in Bexhill that should be allocated beyond those already identified in the draft Local Plan. It is, however, essential that any new allocations or changes to existing sites continue to consider supporting infrastructure, particularly Primary Care provision, to ensure that healthcare services can accommodate additional residents.
