NCs have a concern as to the definition of the site for a comprehensive development. If this covers a site in multiple ownerships that is all to be developed then this policy has merit. However if this policy covers an area only part of which is to be developed then this will lead to made up solutions that will have little or no relationship to how the whole area may turn out in the future, as is the case with Rock Channel in Rye.
