QUESTION 27: Do you agree with the preferred sites for housing development at Bexhill? If not, which site(s) should be preferred?

The Association does NOT agree site #4) BX5: Knole Road should be included as a 'preferred' site suitable for housing development. In registering it as an Asset of Community Value, the council formally recognized its value in furthering the social wellbeing and interests of the local community. Furthermore, no assessment has been undertaken to show the whole space is surplus to requirements. Although some space would remain, about half of the existing would be lost and views to the remainder would be blocked by new buildings. Therefore any development would run contrary to paragraph 74 of the NPPF.

BEX5 should NOT be included. RDC's Open Space, Sport and Recreation Study not fully considered which stated BEX5, in current condition/size, as being of particular high value. Also shortage of accessible open space in area. Following 'Site Assessment Methodologies', site is inappropriate due to impacts on: flood risk, integrity/setting of Listed buildings, local character/amenities, community facilities to meet local needs, housing and infrastructure priorities/community preferences, provision of leisure/recreation to meet local needs, highway safety, value to local economy, Brownfield/greenfield nature of site (site is greenfield), past contamination, land stability and other site conditions adding to costs and/or risks.

QUESTION 46: Do you agree with the recommendation regarding the Bexhill development boundary? If not, please explain how you wish the development boundary to be applied to this area?

Cantelupe Community Association believes that particular care should be taken to protect open spaces, particularly green open spaces, within development boundaries as they are by nature scarce and therefore often highly valued and needed by the communities within those development boundaries. The Association would wish to see emphasis placed on this point within this document - Development and Site Allocations (DaSA) Local Plan. This would be inline with the Bexhill Local Action Plan. One such site which should be protected and thus removed as being 'preferred' is BEX5, Knole Road, Bexhill.
