Hastings Borough Council supports this modification, noting that the background and context for it is covered by MOD 7.10, 7.14, 9.1 and 9.2. Both authorities agree that the potential for development at Breadsell cannot be relied upon in the light of current evidence ie, the objections raised by Natural England and other issues raised to ensure overall sustainable development. This modification however, allows for the possibility of housing development coming forward at Breadsell, and whilst neither Authority is reliant on the development potential at Breadsell, this modification ensures that the possibility of development at this location is not ruled out.

Hastings Borough Council supports the level of housing planned for over the Plan period and the inclusion of "at least" in the Policy wording which introduces flexibility and allows for further unidentified sites to come forward over the Plan period. This level of housing growth is consistent with the Plan's objective of achieving a better balance between homes and jobs whilst at the same time does not compromise the Plan's environmental protection objectives and will assist in ensuring overall sustainable development.
