The strategy documents, presumably because it is some months since their preparation, make no reference to the current economic climate particularly regarding the housing and employment markets. Whilst appreciating that the strategy is geared to delivering the SEPlan objectives it should be recognised in the final document that the deliverability of the LDF will be affected by these markets.
The recent approval of the Bexhill-Hastings link road will enable RDC to firm-up on the number of dwellings planned for the Bexhill area. This will affect the shortfall to be made up by the rural villages.

The Parish Council is pleased to see RDC's vision recognise the value of strong communities and the outstanding environmental assets of the area and is intriged to see that development will be directed to meet local needs and aspirations. The development of the rural villages organically and in a sensitive manner is music to the Parish Council's ears.

Box 3 - Preferred Strategy for Overall Spatial Development

(b)stresses the need to allow development in a timely manner to meet 'local' needs and the availability of infrastructure.NPC is concerned that Northiam is suffering the cumulative effect on infrastructure of a number of smaller developments not felt by RDC to be individually significant.
(g)stresses that meeting local needs is paramount. NPC is concerned that social housing not needed by Northiam residents may be provided within the village and used to re-house families from urban areas who have no wish to be here. This divides rather than stregthens communities.
The method of recording completed dwellings in villages against development quotas requires clarification.

The Parish Council is obviously very keen to be fully involved in the preparation of the 'Site Allocations' DPD which, it is understood, is already in preparation and would welcome details of possible sites being put forward by developers as early as possible.
The criteria for RDC's consideration of development boundaries under (c) are largely considered to be sound but as always are subjective and the PC will want to ensure that the unique character of the village is not lost by enlarging the development envelope and encouraging further large scale development.

(a) Although Northiam is ranked as a Local Service Centre under the services criteria contained in the document it provides few non-car links to jobs and many services.
(c) The current development boundary is felt to reflect the needs of the landscape and environment of Northiam.
(d) The last major development in the village took the mains sewer infrastructure to its limit and subsequent smaller developments have had an effect on the surface water drainage particularly along Main Street and some of its side roads.

RDC's housing strategy is to increase provision of affordable housing to meet identified needs. The Parish Council is concerned that those needs are not being based on up to date accurate information and that 'local needs' may mean district-wide to RDC rather than within the village.

RDC's housing strategy is to increase provision of affordable housing to meet identified needs. The Parish Council is concerned that those needs are not being based on up to date accurate information and that 'local needs' may mean district-wide to RDC rather than within the village. The strategy of lowering the development qualification from 5 to 3 in the rural villages will help increase the number of affordable homes but the design of dwelling and the rent/purchase options are also key issues.
The stated initiative to reduce the number of empty homes is strongly supported.

The proposed promotion of measures to increase efficient use of resources and renewable energy will need to be adopted by would be developers.
The aim to reduce the need to travel by car will be much less attainable if development takes place in villages with few job opportunities.
Water supplies in the south east are already under pressure and the proposed increase in dwellings would not appear to be sustainable in this respect.
