The options of lowering the site threshold and percentage of affordable housing sought should be informed by a robust assessment of the viability of such options. This assessment must be carried out before the next stage of the Core Strategy. The percentage of affordable housing above the recently adopted policy would call into question the viability of a number of sites, The Council must accept that an increase in the affordable housing provision sought on each site will need to be balanced against other requirements. In this regard, the percentage of affordable housing sought on each site should be based on site specific circumstances. The Core Strategy may set a target, informed by a viability assessment, the Council should not seek to stringently apply this as an absolute minimum but rather as a guideline for negotiation.

The need to promote a mix of units across the District is supported in principle, however, the exact mix of units should be informed by an up-to-date Housing Market Assessment and/or Local Housing Needs Survey rather than a stringent requirement set out in an inflexible policy. In this regard, it is not considered necessary to include (a) as a means of achieving housing mix but rather rely on (b) which is more dynamic and responsive to changes in the market.

The Council's approach towards retaining existing employment sites where practicable to ensure that an appropriate balance between jobs and homes is achieved across the District is supported. It is accepted that in order to deliver some employment development it may be necessary to have a suitable level of enabling development, and as such (viii) is supported in principle however the level of enabling development should be subject to a robust and detailed viability assessment.

Option 1 is supported. The relevant technologies are continually being developed and during the course of the plan period more effective and efficient technologies will become available. In this regard, it is considered more appropriate for the Council to adopt National targets for the plan period.
