The targets to increase housing stock in Rother of 5600 and the specific unit numbers in Bexhill (3400) place considerable emphasis on the need for construction materials. The brickworks can assist in providing a locally sourced construction material to assist in developing the built environment in keeping with the local vernacular.

The need to maintain and increase employment in Rother to minimize travel is noted. The significant numbers of employees travelling outside of the district (section 11, para 11.4) is of particular concern.
The importance of retaining existing employment as highlighted in paragraph 5.17 is welcomed. The location of the brickworks meets a number of the planned objectives to provide employment in close proximity to the built areas to promote alternative travel other than by car.

It is important that policies have regard to safeguarding the future investment and development of long standing key employment sites. Box 26 identifies strategies to assist in the growth of these as appropriate and we again refer to Ibstock Ashdown Brickworks specifically in relation to part B(ii). The location of the site in close proximity to the now permitted Bexhill to Hastings link road places the site strategically in the road network and further promotes the potential for growth.

The Bexhill to Hastings Link Road is noted as primary importance to facilitate the future expansion of both housing supply and employment uses. The need to raise £10.85 million locally is a major consideration (para 5.82).
The generation of local contributions will no doubt arise partially through planning gain from planned development. The importance of embracing proposed development to assist in achieving this objective is therefore highlighted.

6. Bexhill and Hastings Fringes

We believe that the reference to A259 in paragraph 6.34 is incorrect. The A259 trends east - west and therefore the statement 'Development extending west of the A259.....' seems incorrect. We suggest that the reference to A259 should in fact refer to A269.
The Ibstock Brickworks and quarry are indeed located to the south west of the A269. The quarry area has been included in previous Minerals and Waste Local Plan documents as a potential future land fill site.

Box 27 - Aims and Objectives for the Environment

The aims and objectives identify that the population and housing growth in Rother also needs to be carefully managed alongside the impact on the environment. The increasing population will place increased requirement on the management of waste. Waste management forms part of the MWDF prepared by the County Council and the importance of linkage between the LDF and the MWDF is already recognized in paragraph 4.29. The development of an integrated waste management facility in the Ibstock quarry may be an importance component in the overall planned growth in Rother and specifically Bexhill.
As part of integrated waste management the production of energy through the conversion of landfill gas to electricity could form an important non fossil energy source.
