Page 71, Para 9.15 The service centre solution does provide the correct measure of balance of communities, provided the total number of houses does prove to be too aggressive or challenging a figure for those local resources. It cannot be assumed that just because a community does have support facilities, that it can accommodate any number of new houses.

Page 76 Box 17 We broadly support the proposals here, but want to emphasise the need to check the current policies regarding the retention of local shops in view of the recent appeal decision exposing deficiencies in the policy. Improvements for cycling and walking including where relevant the promotion of homes zones and quiet lanes should be sought. RDC has a poor record thus far in extracting the developer's shilling and must improve on that record with the advent of CIL.
We do not believe in the light of current DoT pronouncements that the provisions relating to foreseeing the A21 improvements should stand.

Page 93 Box 20 Provision needs to be made to prevent housing size creep. Affordable houses become unaffordable because of a lax attitude by planners to extension applications. There are examples of this in the district where groups of small houses have all become four bed roomed. See Knowle Hill at Bodiam as a good or rather bad example of this.

Much pressure is being exerted by various lobbies particularly in the time of recession to scrap or lengthen the target dates considerably. The targets for the production of renewable energy need to be set, rather than rely on vague aspirations.

Investment in rail needs to be balanced across all the lines in Rother and RDC should not be supine to the rail operator who may have clear financial interests in promoting the Ashford High Speed line.
