South East Water welcomes Rother District Council's intention to encourage and support the efficient use of water resources as one of the proposed measures for tackling the challenges of climate change.
If it is the intention to maintain the high quality and improve the long term stewardship of the natural and built environment, taking into account the potential future consequences of climate change, then it is important to acknowledge that as part of the Core Strategy, that new water resources may well need to be developed within the plan period up to 2026.

South East Water welcomes the requirement for new development to minimise water use.
South East Water would support Rother District Council in accelerating the targets set out in the Code for Sustainable Homes and setting locally specific targets for water consumption (Option 2).

We welcome acknowledgement that additional water resources may need to be developed over the plan period and that land may need to be allocated accordingly.
The Core Strategy should show understanding of the water planning process. The draft Water Resource Management Plan includes a scheme to raise Bewl Reservoir.
The scheme,will not be needed until 2020 at the earliest. The commitment to safeguarding and allocating land to allow the raising of Bewl in the future is therefore fully supported.
The Core Strategy should have sufficient flexibility to accommodate other water resource schemes that may emerge in the water resource planning process.

It is considered safeguarding, in the absence of an allocation, will not assist in the delivery of schemes and allocation is essential. Section v should be amended, (additional text is underlined):
(v) Safeguarding the potential need for the enlargement of Bewl Water Reservoir and/or Darwell reservoir or other schemes that are identified through the water companies' statutory planning process and, if necessary, allocating land to ensure that capacity increases can be delivered in a timely fashion.
We would wish to see the inclusion of a further bullet point:
(vi) Supporting schemes to maintain and improve the water supply network within the District.

South East Water welcomes the acknowledgement that water supply infrastructure and reservoir expansion, as necessary, will be needed to support the strategy. The need for additional water resources may however not be restricted to reservoir expansion and this should be reflected within the text.
We would recommend adding the following bullet point:
• Water resource development as identified in the water companies' statutory planning process.

South East Water considers that Water Resource Management Plans should be added to the list of strategies and documents that will deliver the Environment Strategy set out within the Core Strategy.
