Tourism is recognised in the South East Plan as a significant element of the local economy, particularly in the coastal resorts and along the south coast as a whole, as well as in rural areas. It is acknowledged as a significant part of Rother's economy.
The SE Plan calls for a comprehensive, long term vision for the role of tourism and related activities in order to shape investment and decisions (SE Plan D10 1.5)
As such tourism as a distinct element of the economy of the area should feature within the overall spatial strategy.

It is essential the council recognise the importance of the holiday parks industry (and in particular the caravan sector) to the local economy and ensure that specific policies are sufficiently flexibly to encourage operators to upgrade and improve in line with market expectations, and regional and national guidance.
General support is given to the acknowledged significance of tourism to the local economy. Holiday parks in particular play an important part in providing accommodation and facilities for visitors to the area. Although there are 100 holiday parks registered in Rother District only 39 could be considered as being economically important (the remainder are single caravan sites), comprising some 4,700 static holiday caravan pitches and 642 touring caravan pitches. Based on national statistical evidence the holiday caravan parks market alone could be worth over £32m per annum in tourism revenues to the local economy, with the associated employment and spin-off benefits.

There is a need to properly provide for holiday parks as a popular and vital component of the leisure accommodation offer within the economy which is particularly valuable in supporting longer stay/higher value rural tourism as a whole.

Amend criteria (vi) to reflect regional guidance in policy TRS5 and Government Guidance in the Good Practice Guide:
vi. Recognising the contribution of holiday chalets, caravans and camping sites to the tourism economy by retaining such sites for holiday use throughout the year (subject to appropriate occupancy conditions), continuing to provide for improvements and upgrading to existing static accommodation sites (including extensions where this will not harm landscape quality or identified environmental assets) and providing for additional touring caravan and camping facilities where relevant environmental criteria are met. Particular attention will be paid to identifying suitable sites for the relocation of holiday parks under threat from coastal erosion or flooding.
