SPD is detailed and in a readable form. However, insufficient emphasis is given as to how much is dependent upon the basic factors of a 'restrictive' growth in employment and housing and commercial linkages with the "outside world". Improved roads, bypass and link, with greater public transport are priorities. Need in-depth examination of infrastructure requirements.
