Our only comment is that we feel and existing settlement boundaries are often drawn too close around village settlements, and there is often the possibility of utilising adjacent land without harming either the village environment or the countryside around it.

Our only comment is that Rye should not be included within Bexhill and Hastings fringes as part of the coastal belt. It is distinctively different and should be treated as a separate entity.

It is considered advantageous that Bexhill becomes more self sufficient in respect of jobs, and improves and expands its retail, commercial and recreational sectors, whilst at the same time retaining a clear identity of its own and independence from Hastings.

However we would stress that the expansion of Bexhill will require additional affordable housing within the larger Bexhill boundary and that Section 106 planning conditions in respect of affordable housing are made as robust and watertight as possible. The formulation of a standard Section 106 document might be advantageous first step in this direction.

Bexhill is one of two main growth areas in East Sussex and consequently it is advised that RDC are proactive in seeking support from the Housing Corporation to grant fund schemes to ensure that affordable housing opportunities are maximised.

Whichever option is chosen (ie medium growth or limited growth) and with Blackfriars as the only foreseeable large development within Battle, it is seen as essential that the Section 106 requirement for affordable housing at Blackfriars is maximised.

In the longer term, given the high property prices in Battle and the continuing erosion of rented housing through Right To Buy and Right To Acquire, it is considered vital that one or two other smaller sites are identified for affordable housing.

Rye is an important local strategic centre for the eastern part of East Sussex and some limited growth, in respect of retail, employment and residential housing, is both advisable and probable. Within this growth, it is essential that quotas of affordable housing are maintained.

Continued use should be made of un-used or dilapidated agricultural buildings for conversion into incubator units to provide rural employment, and that boundaries around village settlements be reviewed to provide additional building land on sites adjacent to existing settlements.

We feel there is a need for affordable housing in all rural settlements, even those that have lost most or all of their services.
Most rural developments should take place in settlements where a range of services remain or a partial range of services remain, or remain but are considered to be at risk. Residential development can support and expand services and facilities, thereby giving choice to users of affordable housing.
