We would suggest that the theme title should be

Key Issues
Again we suggest this should read "providing high standards and easy access to education and healthcare." Also healthcare should be defined to distinguish between that provided in primary care by Rother GPs and that in secondary care by East Sussex Hospitals Trust at the Conquest for example.
Rother Profile - appendix 2
We suggest for equality purposes that ethnicity, gender and disability data from the Census 2001 is included in the section People - socio economic characteristics.

Aims 2 and 3 in current local plan should respectively take account of accessibility and housing of high environmental standard.
(h) could be reworded to "providing a good standard and range of leisure and cultural opportunities to promote healthy lifestyles."
Additional aims:
"Ensuring that pedestrians have safe and direct pathways; that distances are minimised and barriers to walking and cycling removed; that there is opportunity to provide safe and reliable public transport close to homes."
"Making provision for a diversity of food outlets, for markets and for space for local production of food; protecting key markets and food outlets."
"Safeguarding the wellbeing of the elderly by supporting thier needs and those of their carers."

In order to account for the ageing population accessible affordable two bed housing should be prioritised so that relatives have the opportunity live with and care for / visit and support their elderly relatives.
Partnerships between the health and social care and private sector developers should be encouraged in order to develop extra care housing for the elderly.
In order to support rural communities development should only be considered when it has easy access to public transport

Development should be discouraged that does not use renewable resources. We should insist on buildings that use energy highly efficiently.
Poor air quality should be predicted and identified. Existing and new homes should be protected from sources of air pollution such as traffic. In order to improve air quality green space, water and ventilation and tree planting should be encouraged.
Water resources must also be conserved.
Every opportunity must be given to the community to participate in walking and cycling.

Infrastructure and community facilities must promote healthy lifestyles.
This section needs to take account of the PCT's annual Primary Care Development Plan, which makes recommendations about the capacity of GP surgeries in Rother and also the future decisions which will be made more than likely in 2007, about the configuration of hospital acute services within East Sussex and neighbouring counties.

For proposals in the District such as those at north east Bexhill, west Bexhill, to the north west of Hastings and at Blackfiars in Battle the Hastings and Rother Primary Care Trust would like Rother District Council to consider the need for Health Impact Assessments to be undertaken in order to measure the impact of these large complex developments on the health and well-being of the local population.

Hastings and Rother PCT is due to publish its 2006 Public Health Report shortly
The Health Improvement Action Plan should be dated 2006/7
