Rother Local Plan 2020-2040 (Regulation 18)

Representation ID: 25037

Received: 06/07/2024

Respondent: Mrs Joanne Wallwork

Representation Summary:

I am adding my objection to the proposed building of up to 1000 new homes in BAT0014, the number of houses is far to high to be supported effectively in the current infrastructure. Once an AONB we will now how much needed fields and protected wildlife replaced by houses. The area is already under pressure, congested with poor roads and cannot support such a development

Representation Summary:

The snappy punchline of 'Green to the core' and 'Live well locally' is a bold attempt to show a commitment to protecting rural communities and local ecology but your HELAA land allocation of CAT0001 and potential site CAT0016 in Catsfield fly in the face of these claims/promises.
The proposal of 60 new houses (some proposing to be built on protected AONB land) in this small rural village (doubling the size of the main village), is absolutely shocking and I object strongly to these sites being included for allocation in this plan.
These proposals would not only destroy ancient woodland, biodiversity and protected wildlife habitats, they would also severely impact the lives of local residents with increased pollution and a serious decline in the already insufficient utilties and local infrastructure.

To be “green to the core” implies protecting nature - plants and animals.

Not only would this destroy an area of outstanding beauty it would also demolish ancient woodland. There are many fields already build on, ancient trees cut down and this would further damage our environment.

Rother Local Plan 2020-2040 (Regulation 18)

Representation ID: 25340

Received: 12/07/2024

Respondent: Mrs Pauline Murphy

Representation Summary:

The current Local Plan's reliance on greenfield development is fundamentally flawed and fails to address the pressing need for sustainable and responsible planning. I strongly object to this approach and advocate for a revised plan that emphasizes brownfield redevelopment, aligning with both our environmental goals and the long-term interests of our community.

Full text:

I object to the current Local Plan, which I believe fails to uphold Rother District Council's commitment to being "Green to the Core." Given the declared climate emergency, it is imperative that our development strategies reflect responsible and sustainable practices. Unfortunately, the current plan to build on greenfield sites contradicts these principles and poses significant long-term risks to our environment and community.
Key Points of Objection
Contradiction to Environmental Goals:
Green to the Core: Building on greenfields such as BAT0014, BAT0026, CAT0001, and others in the borough directly contradicts the council's stated priority of environmental sustainability.
Climate Emergency: In the context of a climate emergency, prioritizing greenfield development is irresponsible and short-sighted, contributing to environmental degradation and loss of biodiversity.
Availability of Brownfield Sites:
Underutilised Brownfields: Rother has ample brownfield sites that are suitable for development. These sites provide an opportunity to build new homes and facilities without encroaching on our precious green spaces.
Sustainable Development: Redeveloping brownfield sites aligns with sustainable development principles, minimizes environmental impact, and supports the regeneration of underused areas.
Impact on Future Generations
Building on greenfields will result in irreversible changes to our natural landscapes, leading to:
Loss of Wildlife Habitats: Destruction of natural habitats, negatively affecting local biodiversity and ecosystems.
Increased Carbon Footprint: Greater carbon emissions from the development and subsequent increased reliance on car travel due to poorly integrated public transport in greenfield areas.
Reduced Quality of Life: Future generations will suffer from the loss of green spaces, which are vital for recreation, mental health, and overall well-being.
A Call for Responsible Development
I urge the council to reconsider the Local Plan and adopt a more sustainable approach by focusing on the development of brownfield sites. By doing so, we can:
Preserve Greenfields: Protect our greenfields for future generations, maintaining their ecological and recreational value.
Promote Urban Regeneration: Enhance existing urban areas, improving infrastructure and facilities while reducing urban sprawl.
Align with Environmental Commitments: Demonstrate true commitment to being "Green to the Core" by prioritising environmentally responsible development strategies.

Representation Summary:

I am writing to strongly object to the proposed development of land at Almonry Farm, North Trade Road. Site ID BAT0014.

Removal of trees and wildlife habitat could never be considered being ‘green to the core’. The area proposed for development lies within the High Weald AONB and any planned housing would cause significant damage to the immense biodiversity of the area which comprises of ancient woodland, ancient and veteran trees, meadows, ancient hedgerows/boundaries and habitats for endangered plants, fungi, birds, bats, reptiles and mammals. The infrastructure required to build 100 houses (sewers, piping systems, cables, foundations etc) would decimate the ecology of the site and endanger wildlife thus not fulfilling the National Policy of affording AONB sites ‘highest status of protection.’

this application goes against Rother's own green principles. it is a loss of Grade A viable farmland and would destroy the area of outstanding natural beauty. There would also be a loss of trees, hedgerows and wildlilfe habitat. I saw a hare on this site only yesterday. It doesnt ' mitigate and adapt to the climaye emergency' to build on green sites.

Do not build new houses on green fields and farm land especially those bordering footpaths used by children going to and from school everyone
Day. We object to the plan number (BAT00014).
This is an awful place to build houses and will make the town so congested adding cars to an already busy road and through the high street. Surely Battle does not need these houses especially considering the Black friars development.

1.The area proposed for development lies within the High Weald AONB and any planned housing would cause significant damage to the immense biodiversity of the area which comprises of ancient woodland, ancient and veteran trees, meadows, ancient hedgerows/boundaries and habitats for endangered plants, fungi, birds, bats, reptiles and mammals. I am surprised and dismayed that the introduction to "Green to the Core" makes NO reference to the Biodiversity crisis even though the UK's Biodiversity Intactness Index is a dismal 53% (one of the worst in the world). Where biodiversity is mentioned later on there seems to be no overall strategy or intention to improve biodiversity beyond biodiversity gain in individual new developments. Biodiversity needs to feature strongly and from the start and include the UK BII.

All new builds, retro-fits, residential, office, shops, doctors, factories, schools, hospitals, should include in their construction:
1. Rain water strorage butts
2. Tripe glazing
3. Insulation
4. Solar panels
5. All large roof areas (e.g. factories) to have solar arrays connected to the national/local grid. (this will save using fields for solar panels)
6. Solar canopies to be constructed over open car parks and connected to the national/local grid.
7. Green roofs and walls.

Policy GTC4 Water Efficiency

This policy includes some of these items, however, it states only to be encouraged. These should be mandatory.

8. Soakaways

Respondent: Fairlight Parish Council

Representation Summary:

Green to the Core
As mentioned above the proposed allocated site for Fairlight does not conform with several of the green to the core ideals. Indeed, this proposed site would create an isolated community with in the village, cut off by a busy C Road (Pett level Road), and served by a bus service that is not always reliable, but which is at best once an hour and unable to offer late night workers or early shift worker transport to home or work. The site would also encroach on the AONB.

Representation Summary:

We strongly support the ambition for the plan to be ‘green to the core’ but is it too aspirational to be effectively implemented in the context of current budget / resource constraints? We are deeply concerned that the ongoing lack of resources for effective enforcement will result in green and other planning policies not being complied with by unscrupulous developers.

Representation ID: 28155

Received: 22/07/2024

Respondent: East Sussex County Council

Representation Summary:

Green to the Core, Addressing the Climate Emergency, p31; The plan needs to recognise that climate change is the biggest threat to public health and there are health risks and impacts to the human population, across a range of development areas, especially within vulnerable groups such as young children and older people.

It is suggested all proposed policies include justifications within the supporting text that clearly sets out how developments must address the effects of climate change on population health. Mitigation measures must support maintaining and improving health and wellbeing and reducing inequalities.

It is suggested that the following key supporting documents should be referenced in the Local Plan:
• COP28 UAE Declaration on Climate and Health
• UK Health Security Agency report on Health Effects of Climate Change (HECC) in the UK 2023

It is suggested that other key documents that should be referenced in the Climate Change and Live Well Locally Background Paper are:
• Spatial planning for climate resilience and Net Zero (CSE & TCPA)
• Health and climate change: complex problems with co-benefits (The Health Foundation)
• UK climate change risk assessment (Climate Change Committee)
