There still seems to be a reluctance to permit annexes even though they are low impact on neighbouring properties and can ease housing need by accommodating elderly relatives / older children who would otherwise require their own properties or even by renting them on the open market. The environmental impact is also usually very low by virtue of being in a private garden.
With an ageing population, our care homes will be overburdened unless family support can be provided where appropriate. Annexes are an obvious and easy win with cost savings to RDC.

We support the principle of the policy. This is on the basis the policy makes provision for annexes and therefore allows people to adapt their homes to suit changing needs. In certain circumstances, this may avoid the need to move, for families to have multiple dwellings and allows people to care for family members. This therefore removes some pressure for new homes and care homes. The wording could be slightly more positively worded, in a similar way to draft condition HOU16. For example: “The creation of residential annexes will be permitted in accordance with the sequential approach below:…”. See also our response to Q149.

Rye agrees but considers that flat roofs should be avoided as they do not fit with existing historical roofscapes. The impact on the amenity of others should be a main consideration.
