For any larger developments, the provision of local services (shops, schools, doctors, chemist, dentist, public recreation spaces and public transport) should be a pre-requisite and not left to developers or others to provide after the properties have been sold when those organisations have lost interest and moved on to their next money-making project. The assumption should be that all homes will be sold, and within a short time-frame after completion, so residents would need access to those facilities at the outset.

Q120 I would like a more robust attitude towards developers who say it is not viable to include houses for rent. Instead of just caving in , the choice should either be comply with the rules or offer the site to someone who will.
Q2 I agree in principle that houses should be built in places with services but existing infrastructure needs to be taken into account, eg in Robertsbridge, key roads are too narrow to accommodate more traffic even if more people walk or cycle.
Q6 Agree Rother should require more than the minimum energy efficiency standards.
Q11 Good
Q13 Rainwater harvesting should always be required- I cannot see how you met the 110l pp pd target without it.
Q19 Encourage solar arrays above supermarket car parks before any greenfield sites.
Q33 "Short trips of up to 3 miles can be easily made on foot or bicycle...." Rather depends on your fitness and the gradients, not easily for many people.
Q44 This should also include designing to keep houses cool.

We welcome the inclusion of draft Policy HOU3. As identified in the draft plan, there is a significant need for affordable housing in Rother and supply is falling short (paragraph 8.22). It is therefore encouraging that the Council is supportive of 100% affordable housing schemes to help address this matter. Point ii) of the policy states the tenure should be discussed on a case-by-basis. While we support this, it’s important to allow flexibility in to order to ensure greater certainty of delivery by Registered Providers (RPs). This will allow RPs greater opportunity to submit applications for viable schemes during difficult times for the sector (such as the issues being experienced at present, such as capped rents, rising build costs, high cost of borrowing, high cost of labour, etc).
