Several, smaller sites were preferred in Crowhurst during surveys, in order to meet the housing target as this would keep the rural nature better. However, it is also rural villages that might be most affected by windfall housing that is not a part of NP planning or housing allocations. Over the years since its NP was first adopted, a relatively large proportion of windfall housing (compared to allocated) has had planning permission (not all built yet) but the "allocated" numbers have only gone up.
The text about 5 or more dwellings on a site size of 1 hectare or less is somewhat misleading too. According to policy LWL1, there should be 25-45 dwellings per hectare within rural village development boundaries. Most people would not consider that a small site anymore. Perhaps the site size of 1 hectare should be reduced.

Previously it was stated that on housing development of 6 or over contributed to the number of houses an area was expected to produce, any below this were claimed by Rother as windfall sites. Has this changed with this policy so that all are now included, if so, where are the windfall sites to come from? If the restrictions are still in place, then residents should be made fully aware that not all the houses they see being constructed are going towards their imposed housing targets, and how will the target of 6 fit with the 0-4 and 5-10 stated in this policy? This policy needs to include the other restrictions as to where these houses will be allocated in the Rother figures.

I am concerned by the "Windfall Sites" strategy, as currently understood, that I would like to rename
"The Stray Bullet Policy”, because a stray bullet can hit anyone. It is not helpful to have a plan without
defining how these so called "Windfall Sites" will be managed and regulated to ensure that every
development opportunity for a speculator doesn’t become a so called “Windfall Site”, especially
outside of existing development boundaries when RDC is currently unable to define development
boundaries in the first place.
