It is important that the decision to limit housing in the fringe is based on a robust evidence base. Savills supports the Core Strategy which identifies sites within the Hastings fringe through the SHLAA that are suitable for housing. Land at Rock Lane is suitable for development and deliverable within the plan period.

Land at Rock Lane integrates with the local settlement and with land to the south within Hastings. Development would contribute positively to the character of the area whilst enhancing the AONB. The amount of dwellings proposed in Paragraph 9.15 would support the identified site capacity.

Savills, on behalf of Stuart Lyons, supports paragraph 9.15 of the proposed submission Core Strategy. It is important that the decision to limit housing numbers for the fringe of Bexhill is based on a robust evidence base as required by PPS12. Savills supports the findings of the Core Strategy which identifies sites within the Hastings fringe through the Strategic Housing Land Availability Assessment (SHLAA) that are suitable for sustainable housing development. Savills considers the sites identified in the SHLAA, notably Land at Rock Lane, as suitable for development and deliverable within the plan period.

Land at Rock Lane integrates well with the local settlement and with land to the south within Hastings Borough Boundary. Development would contribute positively to the character of the area whilst also providing opportunities to enhance the existing AONB through landscaping measures which could be incorporated into proposals for the site, and which is within the control of the landowner to implement. Please see included Masterplan Concept Plans for further details. The amount of dwellings proposed in Paragraph 9.15 would support the identified capacity of the site, taking into account the additional dwellings that have already gained consent within the Hastings fringe.
