Rother Local Plan 2025-2042 – Development Strategy and Site Allocations

Representation ID: 30506

Received: 23/03/2026

Respondent: Dr David Mulryne

Representation Summary:

While we understand the need for new housing, the site PL1 concerns us. Houghton Green Lane is narrow and sometimes already busy and potentially dangerous. There is already insufficient parking for the houses on it (many without off street parking) with many cars parked on the lane or grass verges at busy times, which is dangerous for passing cars. We would expect this to be problem to be worsened by an adjacent new estate, especially if the car park mentioned is used as access to it via Houghton Green Lane.

Furthermore there are few facilities in walking distance, and we worry more development on this edge of Playden is out of keeping with the rural character.

If the development did go ahead. We would recommend considering additional lay-bys on Houston Green Lane for current residents, and access to the development via the main road and not Houghton Green Lane itself.

Representation Summary:

The proposed building of houses on the Houghton Green Lane opposite the old WI hall will deprive the area of the use of this hall which serves the local community. I have hired the hall every week for many years for yoga classes. This will deprive my customers of a valuable fitness and social group, the hall of rental and myself a job. I would be very against any proposal to build on this site

Rother Local Plan 2025-2042 – Development Strategy and Site Allocations

Respondent: Historic England

Representation Summary:

Site Allocation PL2: We note that this development is located within the setting of the Highly Grade 1 St. Michael’s Church. The allocation is for 14 homes, which is significantly denser than the surrounding context. We welcome the policy criteria seeking to protect the setting of the Church and the enhancement of trees and hedgerows on the site. We would suggest the site’s quantum of development is reviewed and the policy criteria strengthened where possible to ensure that the allocation will not cause harm to the significance of the Church.
