Rother Local Plan 2025-2042 – Development Strategy and Site Allocations

Representation ID: 29100

Received: 08/03/2026

Respondent: Mr Jonathan Vine-Hall

Representation Summary:

SD10

The proposed allocation is unsound for multiple reasons:
• It would cause unacceptable harm to the High Weald National Landscape.
• It contradicts longstanding evidence identifying the site as unsuitable.
• There is no demonstrable housing need.
• Access and highway safety remain unresolved.
• Flood risk has not been properly assessed.
• Ownership uncertainties call deliverability into question.
• Environmental impacts have not been adequately addressed.
The proposal conflicts with saved Core Strategy policies RA1, RA2, RA3, OSS1–OSS4, and EN1, as well as national policy and the statutory duty under the CROW Act.
Accordingly, I respectfully request that Site SD10 be removed from the Local Plan.

Rother Local Plan 2025-2042 – Development Strategy and Site Allocations

Representation ID: 29202

Received: 10/03/2026

Respondent: Mr Andre Brincat

Representation Summary:

Objection Summary: Proposed Site Allocation SD10

The proposed allocation is fundamentally unsound and fails to meet national and local planning requirements. Primarily, the development would cause irreparable harm to the High Weald National Landscape, violating the statutory duty under the CROW Act to conserve and enhance protected beauty.

The proposal is further flawed due to:

Contradictory Evidence: The site has been consistently identified as unsuitable in prior assessments.

Infrastructure & Safety: Unresolved issues regarding site access, highway safety, and unaddressed flood risks.

Lack of Justification: There is currently sufficient approved houses in the current plan, there is no demonstrable housing need to outweigh the environmental costs and already stretched to breaking point infrastructure in the village.

The proposal conflicts with saved Core Strategy policies RA1, RA2, RA3, OSS1–OSS4, and EN1, as well as national policy and the statutory duty under the CROW Act
