Rother Local Plan 2025-2042 – Development Strategy and Site Allocations

Representation ID: 28742

Respondent: MR Bev MARKS

Representation Summary:

NE1: Swallow Barn, Netherfield
Whilst this site is an existing allocation in the Battle Neighbourhood Plan, given the dwelling density, it is unclear if the existing dwelling would need to be demolished, in order to accommodate the target of “10 new dwellings”?

It is good to note the condition required for new pedestrian and cycle links to Battle Road and more importantly via Swift Close.

Representation Summary:

Ne1 & Ne2 would cause significant impact on the residents of Darvel Down. Traffic from 40+ new dwellings would create parking and pedestrian safety issues in an area already overcrowded due to lack of parking. Adding in the daily school traffic, parking wherever they can, the safety of the primary school children would be increased greatly.
40+ additional vehicles entering and exiting Darvel Down, daily, will also cause further damages to an already pothole filled road which will cause damage and potential harm to vehicles and pedestrians.

NE01 & NE02 were both approved under the Battle Neighbourhood Plan

NE01, Swallow Barn, Netherfield SUPPORT
This site was approved under the Battle Neighbourhood Plan but is yet to be developed.
The layout should be permeable with pedestrian links within a curving plan. Dwellings should be low rise, 2 storey houses rather than maisonettes or flats. It is important that new dwellings should ensure they are for young families as the school is in walking distance. The site must have safe and simple-to-navigate (i.e. which you would allow a child to use by themself) pedestrian access to the main Darvell Down estate with its shop, recreation facilities and schools.
It is also necessary and an opportunity to create screening of developments by native woodland and also to connect to existing belts of trees. Noted in the Neighbourhood Plan Site Assessment that a blanket TPO had been placed on this site and as access from the north is considered the appropriate route, it would mean felling some trees and replanting on the open space which is not acceptable. There is already limited open recreational space. The opportunity for existing residents for improved play areas for both primary and adolescent gathering is now a recent decision by BTC with devolution from RDC and there is funding from earmarked reserves to upgrade these.
It will not be suitable for elderly residents; many of whom may not be able to drive to town and would be isolated as the bus is infrequent.

NE2 White House Poultry Farm, Netherfield SUPPORT
This site was approved under the Battle Neighbourhood Plan but remains undeveloped at present.
The site must have safe and simple-to-navigate (i.e. which you would allow a child to use by themself) pedestrian access to the main Darvell Down estate with its shop, recreation facilities and schools.
The Neighbourhood Plan site Assessment recorded ‘However, it should only be considered as an allocation for a ‘reserve’ or contingency site to be released if the other Netherfield sites do not come forward. If the site is allocated, the impact on the AONB would need to be carefully considered and discussed with Rother District Council before considering it as a ‘reserve’ site for allocation’. The site is set high up on the High Weald with distant vistas and the impact would be considerable”

We worry about the provision of medical care with these developments. To support this new development we need new premises. We would ideally like a new build in Market Square. We are already functioning at maximum capacity before the current development of Battle has been finished. We will NOT be able to meet Battle's medical needs without serious consideration of our particular estate situation and to be able to future proof for the years ahead.

Referring to NE01.
Site encroaching on the green spaces and only recreational spaces for our children on Darvel Down.

If the council insist on building further into this area, please could it be a requirement of building that whichever company takes on the tender/council have to fund the renewal of the much loved but very run down playpark and recreational field, in consultation with the school and local parents. Darvel Down is continually being expanded but no investment is going into its existing facilities.

Representation Summary:

NE1 and NE2 My main objections to these two sites revolve around the very poor state of the road infrastructure between Netherfield and all main towns close by. The road to Heathfield is terrible, Vehicles using the A21 to go North will have to use Eatenden Lane which is wholly unsuitable for increased traffic and Netherfield road going into Battle is more like a cart track in some places. An increase of 34 houses assumes an increase of more than 50 extra cars a day as there is limited employment in the area. The Doctors surgery in Battle is already oversubscribed and althogh work has been carried out recently to improve sewerage the water supply is poor with frequent outages as is the electricity supply to the village. Broadband is also poor in places. All these infrastructure basics need to be considered.
