Assuming that the "number of people at risk" means the occupiers of the houses that fall within the CCMA, then does that mean replacement dwellings are acceptable (if feasible) because the risk has not been increased?

Clarification is required here. Does "new residential development" mean additional development. Some residents live within the current CCMA, with an anticipated 100 years on their homes. They need to know they can maintain, adapt or replace their homes if necessary, to accommodate families to ensure the next generation in their communities can continue to live here.
