We request that additional standards be added to the policy wording, so that artificial lighting proposals must also:
(1) Follow the International Dark Sky Community Program Guidelines to ensure lighting is warranted and justified, has appropriate light shielding, warm yellow lighting, only as bright as needed, only where needed and only when needed.
(2) Comply with the High Weald Management Plan 2024 and Lighting Guide.

I support the recommendation that lighting design should be considered at the pre-app stage. I would like Rother to be specific about the criteria to be applied to lighting proposals, namely that lighting designs should ensure only the target area is light (to minimise light spill); that lights should only point downwards; that lighting should be at the warm yellow end of the spectrum (colour temperature below 3000K); that motion sensors and timers are applied wherever possible.
