AKA sink estates.
A somewhat outdated ideal of keeping the poor separated and out of sight of the middle classes. Let's give them their own schools, pubs and shops on the sink estates, too, call it local amenities but it has the added benefit (to the rich) of discouraging the poor from spreading into nice areas.
Of course you can also have some part-buy properties which trap the unwitting into paying more than they would have privately renting or buying and then paying more fees to sell on.

I object the plan (BAT00014) . It will increase the traffic pressure to the North Trade road and the high street. The area will overcrowed. The school, clinic , dental facilities will not be able to match the increase of the population. It will change the character of the town.
