• A need for closer conformity to national government policy: the majority of land under RDC’s purview is green-belt, much of which, on closer inspection, should probably not be considered for either housing or traveller site development, because of environmental reasons and a lack of required adequate infrastructure and services provision. Insufficient attention in my view has been paid to the UK government’s National Planning Policy Framework in Section 5, paragraphs 180, 182 and 186, particularly with consideration to bio-diversity net gain for land development in the plan.
