Fully agree with this philosophy but doubt it will be high on the list when agreeing a site for development. No point choosing sites where they are unsustainable, lack infrastructure and cannot access local facilities (if they have them) because that just fails "live well locally" and residents become prisoners unless they have transport available. Some villages have little or no pavements, with narrow roads, which makes walking or wheeling almost impossible. Particular reference to HELAA shows which sites are sustainable and those which are not.
