I consider it is necessary to emphasise that both 'overall priorities' are of EQUAL merit and just because one has to be written before another, they are nevertheless equal.

Representation Summary:

Environmental assets are not enhanced by development, unless on a new for old basis, where for
example the occupant of an old energy inefficient home has died and new residents upgrade that
house to be more efficient, or a dirty factory is made to clean up it’s act. That is true sustainability.
Adding to the housing stock to meet a population explosion, without ensuring that there are net gains
on old housing stock first is a big mistake. I am dismayed that RDC has no plans for improving the old
inefficient housing stock first?
