The map is ambiguous and it is not clear at all which properties are inside the designated zone or outside it. The properties in Cliff End are not shown with any precision and indeed there is a suggestion some properties may be partly in and partly out. The map must be clear and precise.
The designation of a CCMA must be based on the best and most current evidence. Rother should commission a detailed geophysical survey to determine the level of risk in the area before finalising the CCMA boundaries.
It should be made clear that the number of “people at risk” (Para 11.38) refers to number of occupiers in the CCMA. This needs to be clearly defined.
This referred to as a “Fairlight” scheme but please bear in mind that the relevant Parish Council for Cliff End is Pett which should be consulted about proposed changes to the area.

The Fairlight CCMA should be just that. If a CCMA is required for Cliff End, then that should be a separate policy, with accurate mapping provided so that the residents affected can make reasonable and informed comments on the proposals. While the issues at Fairlight are well known, it is unlikely that any of the properties at Cliff End will be affected in the lifetime of this local plan, so surely it would be better to wait for the next SMP to be produced before including them in the CCMA.

The policy makes sense at Fairlight where there are known issues and a development boundary, but not at Cliff End where the properties are already classified as being in the countryside, so development is automatically controlled by planning.

Residents in the Cliff End area could potentially have their homes negatively affected by a blanket policy which doesn't take into consideration the nuances of the specific coastal location, which is geologically different to Fairlight Cove.
The map is currently ambiguous and doesn't highlight the exact location of all properties. - this needs to be addressed. But most Cliff End properties are highly unlikely to pose a risk to land stability within the lifetime of this Local Plan.
It is essential that residents are protected from a "one size fits all" policy - those homes within the CCMA have potentially unnecessarily onerous restrictions forced upon them, even if they have a 75 - 100 years or so left living in their homes.
Potential planning applications should be taken on individual merit, based upon geotechnical surveys and appropriate construction techniques - eg, kit homes and floating foundations.

It is important that Pett Level and Fairlight Cove are considered separately.
Up-to- date, appropriate surveys and mapping will help to clarify timescales and the location of residential properties.
As a resident of Cliff End, we would seek reassurances from Rother that all residents are allowed to continue to thrive in their homes and communities, and that the next generation are able to continue living in safely and appropriately updated homes.
It is important that Pett Level and Fairlight Cove are considered separately.
