'Plots should be made available and marketed through relevant marketing agencies for a period of at least 12 months.' Presumably a developer could put the plots on the market at the outset of their project, at an unrealistic price, and then convert them to conventional housing after 12 months with no penalty thus avoiding the obligation to provide 'serviceable plots' to custom housebuilders
