TIC0038 There is a proposal for travellers' pitches now the application to build houses on the site has been dismissed finally. I have read the Appeal decision and it seems clear that the key reasons for dismissing tha application for building residential homes would also apply to developing a travellers' site. These reasons include the loss of trees (although the applicant felled may without permission), the adjacency of a listed building, the distance to local facilities (the number of which have diminished since the decision) and highway safety in particular the inability to obtain a clear sight line to the East, which is not resolvable as the listed building is in the way. In summing up 'the harms and related policy conflicts are significant.....afford very substantial weight against the proposal'.
How is it possible to see a different outcome even if the purpose is different?

Traveller site TIC0039 GYP0002 (land at Broomhill, Flimwell)

I am fully supportive of the need to provide suitable sites for the traveller community.

Re GYP0002, the site is in the National Landscape (formerly known as Area of Outstanding Natural Beauty) and as such demands the highest level of protection. Rother District Council have 80% of its land in the National Landscape. Planning policy for traveller sites (Section 3, Policy E) states that liason with adjoining authorities that do not have such high levels of restrictions should be undertaken. Therefore, RDC will be required to prove that they have liased with adjoining authorities to identify potential alternative and qualifying sites.

Policy E states that there should be no development in a green belt (National Landscape) except in very special circumstances (of which there are none). Therefore, RDC will be required to detail exactly what special circumstances apply.
