This is an area where the plan clearly contradicts itself. 8.82 suggests bungalows but these will not meet density requirements of the plan particularly within walking distance of the town.
There needs to be CHOICES for the older generations to right-size and it's not always smaller homes that are required:
- Multi-generational living: every year RDC rejects extensions for additional bedrooms or annexes. Enlarging properties can enable older people to stay with family, such arrangements delay or remove the need for care.
- Quality retirement communities
- Maisonettes and garden flats
- Support to subdivide own home to stay local, have a smaller home to care for and get income. Older people who've right-sized can feel bereft losing old neighbours and friends, this avoids it.
Moving is hard, specialist and financial assistance is needed for elderly movers including assessing options, the physical move and settling into the new area.

We support the principle of this policy. With regard to the second paragraph regarding schemes of 100 units or more, we suggest adding flexibility where schemes are delivering more than a policy-compliant level of affordable housing. There is also a potential disparity between the requirements of paragraph three, which makes provision for schemes outside of settlements, and the final paragraph, which refers to “walkability”. Whilst the third paragraph refers to the relationship of sites and services, we suggest including either a specific reference to walkability or a cross reference to the final paragraph and/or reorganising the paragraphs so that walkability features earlier in the policy text.
