The proposed policy states that where new infrastructure capacity is required, it must be delivered upfront or early in the development phasing. Action in Rural Sussex's Community Led Housing Manager, who have a Service Level Agreement with Rother District Council to provide affordable housing, told me at a presentation, in response to a query from myself, that any infrastructure considerations could be addressed after housing is built. He said that they can only deal with one issue at a time when I suggested that the CLT, whom they are working with, should consider if other services and amenities were in need of addressing before a new development could be facilitated at a local site.
I worry that increasing housing numbers takes precedent over the sustainability of the potential development.

6.1 We welcome the Council’s policy statement that planning permission will only be granted if there is ‘sufficient infrastructure capacity to meet the necessary requirements arising from the development’. However, there must be adequate provision for enforcement of this policy by the Council. Reliance on ageing infrastructure for the connection of water supplies to new developments, with the inevitable adverse consequences, as have already played out, is no longer acceptable.

The plan states “Planning permission will only be granted where it can be demonstrated, through the
submission of appropriate evidence, that there is, or will be, sufficient infrastructure capacity to meet
all the necessary requirements arising from the development. Where new infrastructure capacity is
required, it must be demonstrated that it can be delivered upfront or early in the development
phasing”.
There is insufficient infra structure already, but RDC does not seem to be recognising this fact.
