I would almost *insist* that if there is any potential for a walking (and cycling, if possible) route to be incorporated into a development, that it is mandatory to do so. An opportunity to join up two development sites in Netherfield has recently been dismissed by the developers, yet it would have been very easy to achieve.
A good example for study is the Coronation Gardens estate in Battle, where there are many points for pedestrians to enter/exit the site from all compass points, and there are may internal connecting footways. Compare this with other new developments in the area where there is little or no cross-site footpaths
