Lady’s & Gentlemen ,we needed fire and police in The Highlands yesterday but due to very bad school parking fire engines had very had job getting into the HIGHLANDS highlands is a cue de suc only one way nor out bad parking blocks this a need for double yellow lines with white lines on drives too stop bad parking need trees on verges Also to stop bad driving some drive down pavement I’ve live here 45 plus now

Bexhill is the smallest and most congested area of the 5 sub areas yet is expected to take the 50% of the housing build and over 50% of the employment. Why is the requirement not spread more evenly. The Bexhill Infrastructure needs to be improved prior to any more development.

UTI001 - Local gas network reinforcement
Why is a ‘medium term’ reinforcement of gas supplies required when building regulations will exclude carbon fuels including gas from 2025 so all new development will not need it?
UTI008 - Wastewater Treatment Infrastructure to accommodate growth and/or meet higher water quality standards
Should be a short term delivery for waste water treatment improvements as it already cannot cope.
COM002 - Bexhill Sports Leisure Centre Development – new wet and dry leisure facility
Bexhill sports and leisure centre is classed as ‘essential’ and should be on a short term timetable.
TRA008 - Town centre accessibility traffic management improvements
Bexhill Town Centre planning should include more/better parking facilities. Lack of parking drives people away. The last ESCC effort reduced parking availability and causes more congestion and pollution.
Live Well Locally
The poster boards use the term ‘wheeling’ but this apparently does not include vehicles. Vehicle improvements do not seem to be mentioned on any posters.

currently the growth and development of housing happening in bexhill is immense, the population and traffic increase is already being felt , with many developments not finished . living well locally must mean that local authoritys must not only provide good affordable housing but green spaces and areas to support people in making healthy lifestyle choices , such as cycling for work and leisure , Ravenside retail outlet used to have a bowling alley the whole area lacks places for young people to go , there needs to be more thought on how retail areas are used and what type of shopping experience people need and want. The increased population to the area brings many more cars, journeys are taking much longer , how will this be addressed .

Network Rail notes and supports the vision for Bexhill. Reference should be made to
ensuring that Bexhill rail station capacity is upgraded to meet demand, if required and
that opportunities to secure station improvements be sought as part of the vision.
Network Rail has reviewed the potential development sites within the HELAA. Land
availability is limited in Bexhill, especially in the central part of the town, therefore
maximising density should be paramount. As part of this, the Council should review the
development quantum for each potential site to ensure these are maximised given the
sustainable nature of Bexhill.

It’s positive to see the housing and employment floor space figures are indicated as a minimum. This should help ensure Bexhill sees adequate growth during the plan period. The need to ensure accessibility by car alongside a range of sustainable options is also positive given the rural nature of some parts of the district. As mentioned in the response to Q48, there may also be an opportunity to reference car-free development, as Bexhill is the location where this is most likely to be achievable.

2.3.1 The Vision for Bexhill includes that the ‘broad locations’ of west and north Bexhill will continue to grow as ‘live well locally’ urban extensions. As set out above, we agree that Bexhill should be the key focus for sustainable residential and commercial growth in the District, and that the ‘live well locally’ concept is a positive strategy for facilitating urban extensions.
2.3.2 As shown in Figure 13 of the Draft Local Plan, west Bexhill currently has 308 units of identified housing growth, and significant potential housing growth of 640 additional units. The sub-area of west Bexhill therefore has the largest percentage of its total potential housing provision currently coming from ‘potential additional’ sites, when compared to north and urban Bexhill. With almost 70 per cent of the total potential growth in west Bexhill being locked up in potential sites, it will be important to allocate more sites in this location to deliver on the strategy of providing ‘live well locally’ urban extensions in west Bexhill.
2.3.3 Paragraph 5.40 Draft Local Plan states: “Development on greenfield land will be necessary to meet local needs due to the lack of available brownfield sites. It will be essential to ensure that any greenfield growth forming urban extensions are not isolated standalone developments or settlement areas, and that they form part of well-connected and sustainable communities that contribute to radically reducing carbon emissions.”
2.3.4 We support Bexhill being identified for the sustainable residential and commercial growth, including the identification of the ‘broad locations’ of west and north Bexhill as urban extensions.

Bellway supports the vision to provide growth on the edges of Bexhill through greenfield sites. Although the site at Clavering Walk benefits from planning permission, its allocation as an identified site would reflect this vision and help to realise RDC’s approach to securing sustainable growth in this location. It would also reflect the Council’s aspiration to secure further development in west Bexhill (paragraph 5.37) and well connected and sustainable growth (paragraph 5.40). In this regard, and in relation to paragraph 5.38, it is relevant to note that an acceptable approach for drainage has been secured for the site which ensures the protection of the adjacent Pevensey Levels.

Gladman support the vision for Bexhill which identifies that the settlement will be a key
focus for growth however we consider that the development quantum proposed for the
town could be increased.
It will also be vital that the council seeks to maximise development on each site it does
allocate give the significant shortfall between housing needs and supply. The Council should
look to ensure that all land within submitted sites that are considered suitable for
development are allocated for development. For the same reason, sites that are ‘rejected’
must have robust or compelling reasons for the non allocation of the sites, in the context of
the proposed shortfall of housing delivery.
We are promoting a number of sites around the town that have been identified as suitable
and these sites should be allocated for residential development but we are also promoting
a series of that have currently been ‘rejected’. Gladman have provided commentary on each
of these assessments below:
Land east of Watermill Lane (BEX 0003);
Land north of A2691 NBAR (east), Bexhill (BEX 0163);
Land north of Rosewood Park, Gotham Farm, Bexhill (BEX 0159);
