An improvement in biodiversity should be mandatory for proposals and that the improvement is kept at the end of life of the renewable and low energy generation.
As most ground mounted (commercial) solar is on farmland, it should be stated that this should only be allowed on grade4 land or below (worst for agriculture).
Aiii should include a "direct and ongoing benefit to the community" -not just a one off payment.

Small scale, ground mounted solar should also be encouraged in domestic properties with heritage or aesthetic value, where roof-mounting might be considered inappropriate.
Biodiversity loss and potential mitigation is more important in a climate emergency than the loss of landscape "character", and should be the primary consideration when considering larger, commercial or community-based renewable installations

It is noted that Scotland has introduced a policy to prohibit the installation of wood burners in new builds, we would do well to adopt that line of thought

Solar panels do cause "glint and glare." They are designed to ABSORB light (that's how they work), so reflect less light than many other surfaces.
