The Borough does not appear to have linked the issues of Green credentials, housing and rubbish/let management.

The provision of traveller sites within or close to the aonb will creat uncontrollable cost increases for you.

Rother should be looking to manage household rubbish by increasing collections, increasing the number of disposal sites and increasing litter picking rather than be dependant on local volunteers. Proactively addressing rubbish management must be linked to your green policies.

(A) All major development proposals for new dwellings must meet the following criteria:

Walking, wheeling & cycling routes should be truly inclusive multi user routes. Leisure use extends the value of routes provided primarily for commuting and school journeys. Where away from the roadside, new routes should be created at bridleway or restricted byway status. These provide the best benefit to tax payers as they include more users, thus providing more health and wellbeing benefits as well as providing more opportunity for those with a disability to enjoy the routes on horseback or (on byways) in a carriage.

Further, proposed “improvements” to existing infrastructure must be an improvement for every user. For example, tarmacking a bridleway to provide a “cleaner” path to school would result in a less safe and amenable path for other users as it would be more slippery for horse riders and would result in faster movement of bicycles putting slower moving users at risk. Access to the coast should be improved for all wherever possible. Whilst a pleasant provision for walkers, the coastal path currently mostly provides nothing for those on a bike or a horse.

As explained above, off site routes should include all VRUs and those away from the road side should be created as bridleways or restricted byways.

RDC is failing on this due to insufficient infrastructure. Many people are far from well, having to wait
ages to get to see a doctor or a dentist, hours at A&E wards, or have an operation. Whilst I
acknowledge that these issues are largely the remit of central government to remedy, RDC should be
pushing back against government directives to build build build, (as quoted by Boris Johnson) and set
infra structure in place as a first priority ahead of housing. We seem to be in an ever-spiralling
downward trend due to lack of money in the poorly thought-out hope that population increase will be
our big saviour. More people, who will ultimately become part of the problem when they get ill and
older will only compound and accelerate the existing problems that we have and create even more
problems for later generations. THE RDC PLAN IS NOT SUSTAINABLE.

Network Rail supports the approach of ‘Live Well Locally’ given its focus on promoting
sustainable transport and the decarbonisation of journeys within the District.
Opportunities to maximise developments close to rail stations should be pursued. Network
Rail support first and last mile principles which focus on getting people to rail stations
quickly. Encouraging fully connected and easily accessible walking, wheeling and cycling
routes to stations from new developments should be priorities within the new Plan.
Ensuring sufficient cycling facilities at stations to support this should also be a key part of
the Plan and Network Rail are keen to work with the Council to establish this.
The key principles as set out at para 2.13 are supported and cover the most pertinent
points. Network Rail would suggest the addition of reference to planning for improved
transport infrastructure to support a transition to decarbonising travel within the District.
This would also include seeking improvements to existing rail stations both in terms of
facilities such as cycle storage and general accessibility to make it easier and more
attractive for people to use the rail network

Overall, we are pleased to see active travel featuring so prominently within the over-arching objectives (Live well locally). This is supported and very much reflects the user hierarchy in the draft East Sussex Local Transport Plan 4 (LTP4) 2024 - 2050 which was subject to public consultation in late 2023/early 2024 and will be considered for adoption by the County Council in early October 2024. The LTP4 user hierarchy outlines how consideration will be given to the needs of different transport modes and prioritises vulnerable users and ‘active modes’ over other users and forms of transport.

There appears to be less dialogue and reference to rail services within the draft Plan. The need for rail service and infrastructure improvements to enable people to travel for business and leisure is important. RDC will need to work in partnership with ESCC, Network Rail and the train operating companies (TOCs) (Southern and Southeastern) – and as and when rail reforms take place with Great British Railways - at the appropriate times to support not only improved rail services and infrastructure, but also ancillary aspects such as cycle parking (to ensure it is sensitively considered in respect of the locality), supporting walking, wheeling and cycling links to/from stations, lobbying for improving access for all in rail stations etc. The current Network Rail led East Coastway and Marshlink rail study is an opportunity to raise rail related issues and opportunities along this part of the rail network through Rother.
